Résumé / Abstract

the range of legal and practical solutions of public libraries organisation in foreign countries is very wide. For us it could be an inspiration source, but we shall not mechanically use these solutions as ready made guidelines. We could distinguish in several variants two basic positions: a public library as an independent unit serving to its region, which is financially supported only by local authorities, and a public library as the part of an uniformly structures regional library system, often with firm, effective network, and financed both from local and regional sources with the financial support of the state.
