White concrete, 50 mm thick with a sand-blasted finish provides the permanent precast formwork for all the exterior faces of the 15 storey building at 1 The Terrace, Wellington, New Zealand. The colour, texture and strong architectural lines create an impressive structure. The formwork is reinforced with stainless steel, the cover to which is only 20 mm. Production was completed in 1977 and the building officially opened in 1979. In 1995 an inspection did not detect any corrosion. By contrast, in the same area some in situ concrete reinforced with black steel, with approximately the same cover and of the same age, has spalled badly. The area could be classified as a severe (possibly very severe) marine climate. The inspection also showed that the sand-blasted surface was generally in good condition. Production complexities created by the multiplicity of precast unit types, meant a 50% increase in mould numbers was required to maintain production rates. During the pre-production planning, stainless steel detailing was improved upon, and drawing errors corrected. It is suggested that all specialist materials be supplied at the start of such jobs to guarantee quantity and to ensure production and construction continuity. Visually, joint alignment is not as critical as with a wall of flat panels. Finally, it is noted that there is a need for building owners and managers to have an appreciation of how this form of surface texture relates to maintenance.
