Résumé / Abstract

The Internet is continuing to develop very quickly. This summer there were 37 million computers connected to the Internet. The number of computers, the traffic and the number of users double every nine months. An official study in Sweden has concluded that the Internet will be the dominating data communication infrastructure and will not only be used for traditional data communication, but also for telephony and television. The Swedish university network, SUNET, has been heavily improved and has a national role outside the universities. National museums and the National Library have been connected to SUNET. Through a dedicated grant to SUNET, the Swedish government offers public libraries, county libraries and county museums 2 Mbit/s connections to Internet free of charge. At these institutions the citizens will not only get access to general Internet resources but also to the national library catalogue -LIBRIS, to databases and to research information. These connections will also offer the citizens access to university based distant education and to network based distant education for life long learning. The development of the Internet is complicated. There is a constant need for more bandwidth and new applications are being developed all the time. As more and more users are relying on continued access to the Internet, the requirements for improved security and reliability are great. These requirements are interesting technical challenges that certainly will be met. The legislation is also being sorely tried and it is not obvious that legislators can meet these challenges.
