Résumé / Abstract

Eugeniusz Tomczak argues in Sprawozdania Archeologiczne, Vol. 50, that methods used in archaeological excavations, as well as in conservation of recovered artifacts, should be left to the decision of field explorers, because of the weakness of Poland's agencies responsible for preservation of monuments and their inadequate competence. However, a critical assessment of archaeological conservation service should take into account objective reasons: lack of discussion on questions of theory and practice of the conservation work, inadequate university training of future employees of the service, unavailability of methodological manuals, lack of appropriate educational material and expert help from the academic circles, inadequate numbers of conservation service employees, and a perpetual problem to secure necessary funds for field survey and surveillance of excavation works. The last to mention is decentralizing the State Service for Protection of Historical Monuments implemented on October 1, 1996. This act nullified efforts to work out the overall national policy in this field. Thus, it would be a hasty conclusion that the choice of excavation and documentation methods should be left entirely to the decision of field explorers. The archaeological inspectors, as state officials, are managers of the archaeological heritage, acting in the name of the nation and representing the public interest. They are responsible for the archaeological heritage and they must decide which archaeological sites should be left intact and which can be partially destroyed (e.g. by an industrial project) after necessary rescue excavations. They also supervise all archaeological activities in the area of their jurisdiction, indicate endangered archaeological sites and qualify them as priority research objects, mitigate attempts to excavate well recognized and safe sites, which - according to the European Convention on the Protection of Archaeological Heritage (revised), ratified by Pola
