Résumé / Abstract

The events of 1999 in France (new law on agricultural policy), in Europe (the Berlin agreements) and worldwide (the failure of the Seattle summit) gave rise to disillusion about the directions taken by the new World Trade Organisation in 1994: the liberal miracle failed to occur. In order to make progress in evaluating the situation, we must rise above the confusion of current debates, divided as they are between narrow-minded mercantilism and naive liberalism, and acknowledge the contradictory nature of international trade. As well as a potential source of new wealth, it is a source of extremely real tension and conflict about how that wealth should be shared between nations through regulation. Overcoming the contradiction means introducing regulatory mechanisms that are able to look beyond the purely commercial aspects and take into account basic factors such as the growth of creditworthy demand, currency, loans, regional organisation and economic cooperation. Regarding agricultural trade, it also means, in the shorter term, restoring, as part of international agreements for each product, the basic principles of better international food security put forward by the international community in 1974. Beyond the narrow framework of trade negotiations, it is necessary to recognise the essentially political nature of the debate.
